I thin it's also where the trailer brake controller would be.

That's what I heard too and its what owners of older Tahoe's are reporting as well. I'll find it to be more useful as a phone holder and it turns out that aftermarket companies make them specifically for this application. A quick Google search of "Chevrolet/GMC Truck Card Slot Phone Holder Mount" turns up a few options.
