This report that includes more details from GM will make it easier to understand the changes from the last gen.

"GM has revealed more information on its all-new 2021 full-size SUVs, with towing and fuel economy numbers on the Chevrolet Suburban and Tahoe, and GMC Yukon and Yukon XL. For the most part, they’re fairly close to the outgoing models, but while fuel economy improves for city driving, it takes a slight dip on the highway.

GMC had earlier introduced the Yukon to the press at an auto-show-style reveal in Colorado in January. The top-trim Denali will become a sub-brand, with special exterior styling cues and unique interior. In Canada, about 60 per cent of Yukon buyers opt for the Denali trim.

As with the current model, the 2021 Chevrolet and GMC sport-utes will come with a 5.3L V8 making 355 horsepower and 383 lb-ft of torque; or with a 6.2L V8 spinning out 420 horses and 460 lb-ft of torque. Both use Dynamic Fuel Management (DFM), which shuts off cylinders in a variety of patterns for better fuel economy when full power isn’t needed. The 5.3L currently comes with a six-speed automatic transmission, but for 2021 will upgrade to the ten-speed automatic that’s mated to the 6.2L.

Also available will be a 3.0L inline-six turbodiesel, making an estimated 277 horsepower and 460 lb-ft of torque and with the ten-speed. Towing and fuel figures haven’t been released yet.

GM released U.S. fuel figures, but in Canadian equivalent, the 2021 Tahoe with 5.3L gets 14.7 L/100 km in the city and 11.7 on the highway, both in 4×2 and 4×4 configuration. The 2020 model is thirstier in the city at 15.6 L/100 km, but better on the highway at 10.6 L/100 km."

2021 Z71 5.3L, I'm averaging 13.9mpg. I should be getting 18, why is it so low?

The 2021 z71 5.3L is EPA estimated at 16/20 mpg city/hwy. thats regardless of drivetrain but don't forget it's the EPA estimated ratings. Real world ratings vary depending on many factors. This Tahoe mpg page shows the configuration-wise mpg, see the exact config of yours. Still, low mpg of your Tahoe can be due to your driving style, or work type.
